What is the 319 Watershed Program?

The 319 Watershed Program is a voluntary program available to producers in specific watersheds throughout Dickey and LaMoure Counties. The ultimate goal is to protect or restore the chemical, physical, and biological integrity of threatened or impaired  waters in the local counties. It provides technical and financial assistance to local producers to help them implement Best Management Practices (BMPs), specifically those that improve water quality.

What kind of financial assistance is available?

Most cropland practices have flat-rates which are paid per acre. Other more extensive practices are financed at a 60/40 cost-share rate.

Am I in a watershed that has funding available?

Currently, between the two counties, we have five active watersheds - Cottonwood Creek, Maple River, Pheasant Lake, Bear Creek, and Bone Hill Creek. If you are wondering if you are located in one of these active watersheds, please consult the map below or contact the office for more information.

What if I am not in a funded watershed?

There are several other programs, not 319-related, that provide financial assistance for BMPs. Please contact the office for more information.

Why do you only cost-share in certain areas of the county?

Our funding ultimately comes from the Environmental Protection Agency (EPA) under the Section 319 Clean Water Act. Grant proposals are submitted to the North Dakota Department of Health (NDDH) and that agency distributes the funding allocated to the state from EPA. Proposals are submitted to the NDDH by local entities and are based on water quality assessments and the need for improved water quality in specific watersheds.
